  1. That innocents died in the raid is unfortunate. That no useful data was acquired is irrelevant. The death of innocents is on the terrorists since they deliberately headquarter in the middle of these innocents, putting the innocents at risk. One can never know for a certainty what useful information will be obtained, but one must try to collect it never the less.
